TOP DEMOCRATS PROPOSE WAR SURTAX

Here come the tax and spend Democrats. Top House Democrats are proposing a war surtax. House Appropriations Committee Chairman Dave Obey says the surtax would be a percentage of each person's tax bill. We will see how far this goes.
