IS THIS HOW WASHINGTON WORKS?

I don't usually consider Robert Novak to be credible, since he seems to be the ultimate get even guy, but this article is indicative of what I consider to be a real problem in the country as a whole - too much getting even and not enough helping each other solve the problems confronting us.
